Finance definitely plays a large part in all these decisions. It takes money wherever you are. Sometimes the costs to a caregivers' lost earnings and their neglect of their own health leads to larger long-term costs than the cost of care. Even if it isn't yet--this is going to start to become a bigger problem for everyone (as you point out, not only elderly people need care). It's a mess.
