I agree with your premise but I promise you I've been embedded in several cultures with commonality and people in them are not interested in helping one another. I got a first-row seat to this when I ran for city council and said local government wasn't about being Democrat or Republican, it was about getting along with the person living next to you. I also thought our city should partner more with our rural outlying eras, to find ways to have jobs and population in both, so there were some services in the rural areas and there wasn't overpopulation/infrastructure overuse in the urban area. I lost big.
Well, I take it back. Rich people are good about staying in cohesive groups, but I don't know if that's the same as "helping" each other.
