I might be overthinking it, but I still think there will be a cost to the kids for thinking this is all normal. If nothing else, as I said to someone else, it all adds to the time costs of our daily lives. The more time all these "drills" take, the less time we have to learn things or relationships.
The "active shooter drills" infuriate me. Other people I know worldwide have said things to me like, yes, we had one shooting decades ago, we changed our laws, haven't had a shooting since. That seems so much easier to me.
