Many people literally don't know HOW to think. Including many very "smart" people.

Even when people do know how to think it doesn't guarantee they will make good policy or smart decisions--Henry Kissinger is my example on that one. Obviously an intelligent person. Also a person who didn't look at who his policies were harming worldwide.
