Much like health care, Judy, I feel bad for the people working in all these over-large systems as well. I can't really blame the teachers--they've got so many rubrics and test requirements and collaborative learning exercises and technological requirements--imagine trying to win back the attention of a class of fifth graders from their Chrome books which they each have been given by some big tech-funded grant or our tax money--they don't have any time left to look at the children.

And yes. It is all about streaming for ease. That's why the top socioeconomic class is getting moved right along and everyone else is just getting left behind. It's just easier and faster that way.
