usually means people who don't want anything new built near them or "in their back yard."
Progressives in my area yield it like a weapon, act like you don't want anyone to move to where you are if you dare question developers who only want to build insanely profitable (for them) apartment complexes.
I questioned my city's plan to put a 40-unit apartment building on 2.5 house lots, including parking spots for that many residents. I understand the need to house people, I do not understand the need to allow developers to snap up house lots wherever they can talk people into selling and then just build whatever they want on it regardless of water and sewer and other infrastructure limitations. Because I questioned it, people called me an elite NIMBY who doesn't want anyone new on my street, even though I live in one of the smallest, oldest, and densest neighborhoods in town. The people shouting at me were wealthy progressives who live in sprawl developments on the edge of town in 4000sf houses, so I did not appreciate that.
