This was certainly my experience with municipal governments.

I believe nobody has cared for decades; most people don't care now, or they scream NIMBY at you without bothering to listen what you're saying ("I understand we need more places for people to live, but..." "NIMBY!!" Discussion over). So frustrating.

No fan of Airbnb or private equity funds buying up housing.
